The International Carbon Action Partnership (ICAP) is a global forum for governments and public authorities that have implemented or are planning emissions trading systems (ETS). It fosters cooperation between countries, sub-national and supranational jurisdictions using cap-and-trade systems.
Founded in 2007 in Lisbon by more than 15 governments, ICAP supports the exchange of best practices and discussion of ETS design to advance a more connected global carbon market through potential linking of systems. Its work is built on three pillars: technical dialogue, ETS knowledge sharing, and capacity building.
ICAP aims to share experience, identify design compatibility issues early, facilitate future linking of trading systems, highlight emissions trading as an effective climate policy tool, and strengthen cooperation among governments. Today, it brings together 36 full members and 9 observers.
